Add "SPONSOR" UserAccessType with only access to viewing the user resume page

Need to add a SPONSOR user type in enums.ts and to update the AdminPage to only show links to what the current user can access. This is to prepare for when the user resume table page is implemented so that users with the SPONSOR role can only access the user resume table page and nothing else.
