Loading a subcontext with Needs[...] behaves badly when Chatbook is already loaded via MX file #539

When Chatbook has been loaded from MX file, only Wolfram`Chatbook` is in $Packages, so evaluating Needs on any subcontexts will try loading from a package file that is not a valid entry point.

This also appears to be causing an issue with the preferences panel reloading Chatbook files corresponding to contexts that are already defined.
