Add channels that anyone can make a receiver for

There should be a sort of channel that anyone can make a receiver for. I have a "clock" channel that I would like everyone to have access to. I think this would be a very useful function.

I second this, it would limit the number of clocks working in the server, however not the number of items operating off of said clock. Although the inverse of this is the clock sign that you can create, which is AMAZING!
