In the widget deck settings, if you select the preset of Contextual layers, we would expect, that if you were to then add a layer not within the contextual layer category (e.g., extent), then the preset would switch to Custom, and that the widget would then show up underneath.
Instead, if we select Contextual layers and then click on extent, the pre-set stays on Contextual layers and if you close out of the widget settings, the extent widget is not enabled. It seems to vary where selecting some layers result in the expected behavior and others don't.
