Bug in widget deck

Sometimes, if you check a widget in the widget deck, it doesn't show up. It was difficult to pin this one down, but if you exactly follow these steps it is reproducible:

1. Select a country
2. Uncheck all widgets and all layers
3. Check "Mangrove Restoration" widget
4. Check "Mangrove Blue Carbon" widget

Issues:

1. only 1 widget is visible now, but there should be 2 widgets visible
2. the Preset changes from "Custom" to "Restoration and Conservation". It should stay at "Custom"
