Describe the bug
When running scalafmt in for example github.com/scalameta/scalafmt it will create .scala-build directory with duplicated config.

Expected behaviour
Since this might be an easy way to run scalafmt with proper binaries it would probably be good not to create .scala-build directory if scala CLI is not used as a build tool
