Repo docs subdirectory needs to be cleaned up

The repo QDL-utils/docs subdirectory is mostly empty with what remains being mostly out-of-date information. These docs need to be updated by adding markdown files for any relevant components of the code.

If someone is able to manage cleaning up the files and adding templates for specific components, I am able to assist in writing additional documentation.
