synthesis lut cost 188% of what's available in xczu9eg

i download all the files, change the target platform from 3eg to 9eg in script file.
in 2019.2 vivado hls command line,use
vivado_hls -f script.tcl
and get the syntheis report saying that the lut costs 188% of what's available in xczu9eg.

I also runned the origin script provided for target 3eg, the LUT is 732% of what's available.
Is there anything i could do wrong?

RTL synthesis result is much lower than the c synthesis.As shown below.
