Map: Add Google Spreadsheet tab for custom labels

Include label, latitude and longitude fields at the very least. Could add more fields for more parameters in the future (color, dot size, scalerank, etc.).

The graphic's mapturner script can then pull in this spreadsheet when creating the geodata.json object.
