Reproduction steps

  1. Place a rocket containing fuel (could be the prefueled/creative rocket) on a launch pad.
  2. Leave the world and rejoin again.
  3. The fuel tank is now empty.

This is what causes rockets to enter the LaunchStage.FAILED state and fall out of the sky when you leave the world when a rocket is in the LaunchStage.LAUNCHED state.
