Publish type declarations for @tanstack/eslint-config

Right now, since I have checkJs: true in my tsconfig.json, I have to suppress it for my eslint.config.js, otherwise I get

Could not find a declaration file for module '@tanstack/eslint-config'.

It would be nice if the type declarations were also published.
