Merlin - open the dataset selection list by default

Currently, the newman web application has no datasets selected by default. Also, if the user refreshes the web page, all the dataset selections are cleared. This enhancement request is to open the dataset selection dropdown list when no selections have been made (i.e. on initial navigation to the web page and after any user initiated web page refresh operation).

This will let the user know they have to load a dataset.
