Update pages.yml workflow to trigger on workflow file changes

Update the GitHub Pages generation workflow to also trigger when the
workflow file itself is modified, ensuring the HTML dashboard is regenerated
when workflow configuration changes.

This ensures the dashboard is updated when workflow paths or configuration
are modified, particularly important for the newly implemented review system
features.
