Describe the bug / error

#10715 is recurring on my tenant even after &reset=true, with my toast-accepted-but-hasLogged3pDebug-stuck-false symptom.

hasLogged3pDebug stays as false, even after I accept "Load Debug Scripts" prompt

Steps to reproduce

1. start application
2. apply params on sharepoint url site
3. nothing happens

Expected behavior

#10715 was marked as fixed.
Has something else retriggered it?
