Duplicate checks for ACL's with not empty Script section and Advanced = false

There are currently two checks which are doing the same check:

Sys ID's: 9d4676f6c34d52d08dbc32f1b4013165 and eb21adf797697110710650081153af9c

Although 9d4676f6c34d52d08dbc32f1b4013165 is additionally checking if the ACL is active before flagging it, they are checking the same underlying issue. One should be removed to avoid duplicated issues in the scan result.
