Bug in ATF transformation for fieldValues in CreateUser returning string instead of dict

In ATFPluginBackend for CreateUser, the fieldValues for transformation kept returning string instead of dict.

I think the fix is a missing binding.

fieldValues: (val) => useDefaultIfNecessary(val, {}, this.queryToFieldValues.bind(this)),

in createUser.xmlSerializers
