this is by design. You can see the same behavior in the SAPUI5 implementation: https://sapui5.hana.ondemand.com/#/entity/sap.uxap.ObjectPageLayout/sample/sap.uxap.sample.ObjectPageOnJSON

The linked issue fixed the buttons overlapping the focus border of the tabs.

So, for this to be changed this request would need to go through the Inner Source process and be synchronised with the SAP Central Design team first. Please raise a BLI to the central design team and include the ticket number here for reference.
