[BUG] Telemetry notice comes back after every vscode restart #9184

Problem (one or two sentences)

Every time I restart vscode, the "Help Improve Roo Code" notice at the top of the window reappears.

Context (who is affected and when)

Happens every time after I restart vscode.

Reproduction steps

  1. Restart vscode
  2. go to Roo Code in the sidebar
  3. close the "Help Improve Roo Code" telemetry notice
  4. restart vscode again
  5. go to Roo Code in the sidebar again
  6. close the "Help Improve Roo Code" telemetry notice again

Expected result

Closing it once should keep it closed. Or, at the least, an option to prevent it from reappearing should be available.

Actual result

It keeps coming back

Variations tried (optional)

I've tried it with the telemetry enabled, disabled, switched in the middle. I've can't recall if the behavior was specific to one particular version, and haven't tried rolling back, either.
