Delayed CPU Temp

My CPU is i5 8400h in dell 7730 can spike fastly to 95C in HWInfo and ThrottleStop while FanControl shows an old degree 65C for 12 seconds until it becomes 95C and increasing fan speed.

Which sensor specifically are you looking at? Different sensors will not react the exact same way under load.
