make scanner_motor_interfuse read dwell delay and dwell count bins from config file #50

The scanner_motor_interfuse is useful, but dirty. It uses the counter logic and should be able to connect to it to ensure it is started.

It also needs a more user-friendly way to adjust the dwell delay and dwell count bins.
