The boundaries for our districts don't line up with the geounit boundaries in some locations. This seems to only become visible when near the max zoom level and dealing with blocks and mostly minor, but we should try to make them line up correctly.
Steps To Reproduce
Go to a map
Draw a district
Zoom into the block level and turn on blocks
Look around the edges of the district shape
Expected behavior
The district edges always align with the geounit shapes
Actual behavior
In some places the district boundary doesn't line up with the boundaries of the geounit and can color parts that shouldn't have color (and vice versa)

After some conversation with @maurizi and @kshepard it seems that we might be able to decrease the simplification for just the highest zoom level vector tiles.
