Similar to #216, we want to make it easier for users to select the geounits they want to select. This option will limit the users' selection to only the unassigned districts.

  1. There is a dropdown next to the drawing tools that offers a selection to pick "Limit drawing to unassigned"
  2. When selected, the user will only be able to select geounits that are "unassigned"
