Detailed Description

Currently we're using the table user to store registered DistrictBuilder users. user is a reserved word in PostgreSQL. It works, but in order to reference the application table, "user" must be used instead.

This is potentially confusing. We should use a different name for the application users table.

Maybe something like dbuser? I think we had hluser in HunchLab. @kshepard?
