I can't enchant my Jetpack with capacity level 4

What happened?

I give me an enchanted book using the /give ID minecraft:enchanted_book{StoredEnchantments:[{id:"create:capacity",lvl:4s}]} command Then using the enchanted book on the anvil, my jetpack is still only capacity level 3
I want the Level 4 Enchanted Book to be used on Jetpack as normal, and the flight time will be extended
