Zenodo badges are broken

The Zenodo badge on the landing page of Foundations points to a DOI that doesn't exist, which is different from the (correct) DOI being displayed on the badge. The same issue is present across almost all Cookbooks, as well. Maybe this happened during MySTification.

I fixed the EOFs Cookbook by replacing the badges in both the README and how-to-cite by using the DOI that resolves to the latest version.

I think that @dcamron was looking at this issue during our mystification sprints but I don't remember where there might be a relevant issue open.

I thought we'd have no issue on our end if we want to keep using this latestdoi redirect. The functionality is vague and undocumented, so there may be reason for us not to use it. It's the only way we have to generate a badge before release AFAIK.

However, I thought that was only relevant for the link checker. It looks like MyST is incorrectly re-forming what it detects as a DOI. I think there is a config to disable this but I've misplaced it.
