(feat) Start the Babble App with SteamVR natively

This would be nice to have, sometimes I start VRCFaceTracking and forget to run the Babble App as well.

Doesn't it make more sense to have the babble module start babble, rather than SteamVR?

Good point. However, there are instances where the Babble App is used without the VRCFaceTracking module
