See if it's possible to control CPU dispatching in Tesseract.

Right now we have an option to change the CPU ISA level at any time after the program has launched.

1. Find out how Tesseract does CPU dispatching.
2. Can be make it work with our system? IOW, change the CPU path that Tesseract is using after startup.
