Create NMFS-specific completion certificate

@ateucher can you please help with this? I'd like to have them available by Wed Dec 11 if possible, but understand that might be too tight for you.

What: We want to have custom certificates for NOAA Fisheries cohorts since we will run 3 cohorts each in 2024, 2025, 2026 and these are funded directly by NOAA Fisheries.

How? I think this would require creating certificate-nmfs.Rmd and adding an option to create_certificate.R to select what flavour of cohort the text is for: standard or nmfs.

Aside to keep in mind for dev approach: We will use kyber to create certificates for Pathways to Open Science in March 2025. Pathways certificates input comes from Zoom registration. 2024 certificates were made with https://github.com/Openscapes/certificates, and we'd like to move this into the kyber workflow.

This certifies that NAME has completed the NMFS Openscapes Champions Program, a training and mentorship program in open science tools and practices for NOAA’s National Marine Fisheries Service science teams and staff. It is a multi-month program that is designed to ignite incremental and sustainable change within research teams and beyond. It helps teams get their own work done and participate in open science, while building skills and community within the realities of their busy schedules, varying expertise and needs.
