Document networks.js in Configuration page

I was looking for the documentation for our networks.js config file and expected to find it in the Configuration Files page, but it's not there. We should document it in that page.

Additionally, I was surprised to see the network json files documented there, since I don't think they are configuration, merely data. In particular, they should never be modified by users.
