NSGR URL changed?

CI in our #18 PR is failing with:

NameResolutionError("HTTPSConnection(host='nsgr.sdsc.edu', port=8443): Failed to resolve 'nsgr.sdsc.edu' ([Errno 8] nodename nor servname provided, or not known)"))

We need to check if the URL for submission has changed and update.

Also getting "connection refused" errors. So the URL may be fine, but other issues could be making authentication fail. Needs looking into.
