Owners Subscription has expired

Maybe I'm being stupid but... I'm trying to create a 'waiver form' for a micro business that does horse riding. I've created the form & copied the 'Public URL' but everytime I try and access via the public url I get a message saying "Owners Subscription has expired". Am I being dumb? Its for a friend, I'm trying to help. I've made it public?
