userinfo are taken from the userinfo api. is it configurable

On discussion about openid, there are a versus between putting information about the users via the api userinfo or directly in the token.
both seems to be done depending on configurations.
on mod_auth_openidc it takes information (for using in Require claims ...) on the api userinfo.
I've not found nor in the documentation nor in the discussions if that's possible to choose one or the other.
Is it possible ?

mod_auth_openidc takes both the claims from the userinfo as well as the id_token into account for the Require claim logic
