Synchronize power devices status between MCs

• Problem
  When an available MC becomes unavailable and then becomes available again later, the current status of the power devices is not synchronized with this MC. A mechanism is needed to update this information to the MC, either from the current selected MC or from the power devices. Check the TMS spec for an existing mechanism.

• Acceptance criteria
  Stand up multiple MCs and alternatively terminate and restart each MC. Verify that the list-mc command shows the correct MCs status, the list-pd command shows the correct power devices status, and that starting or stopping power devices work correctly.
