Add dev version of default ispypsa config

Before the release of version 0.1.0 we revised ispypsa_config.yaml to be new user friendly, but now by default it doesn't work as a simple dev example run. For example, parsed_traces_directory is set to "data/trace_data" rather than ENV. I think we should add ispypsa_config_dev.yaml file which is set to run the default test development run.
