Issue Description

The Oasis UI is set up for property loss modelling in Oasis where a location file is always required.
Oasis is now supporting cyber models, which do not have a location file, but the UI still requires a loc file to be present to run an analysis

We need to relax these requirements so that a model can be run with only an account file
