Bug with v3 help us improve message

If the “help us improve” message appears, and you press ctrl-c, it gets cancelled, but hh continues running, and ctrl-c doesn’t work anymore.

This can be reproduced by: to install a project, clean the global cache, and run test, it will first ask for consent, you ctrl-c, but the compilation and tests still run, and you can’t cancel it with another ctrl-c
