Make derivation building work on windows #10822
Description
we need to put an actual implementation in local-derivation-goal.cc (including possibly breaking up that file).

As always, a good resource is what was done in the original Windows port:
It may make sense to think about this in conjunction with #9968, FreeBSD sandboxing support --- we want to handle multiple operating systems / multiple sandboxing methods in a consistent manner.
