Remove restriction roles #1178
Description
We have lately adopted a much more straight-forward timeout escalation system operating on the basis of "don't do that or be gone", which seems to work sufficiently.
If we no longer want a user to post certain embeds/emojis and they continue doing so after being told so, they are probably not a good fit for the server as a whole (substantially simplifies role setup on the server and server config).
