Publishing is failing due to AFQMC notebook

Describe the bug

Here is the error when executing the afqmc.ipynb notebook. No change to the ipie lib since the last 2 months.

Also fails with CUDA-Q v0.9.1 release image. As noted in description, the error seems to originate from non-CUDA-Q parts.
