Vouch request: whoiskamchatka

[whoiskamchatka]

What do you want to work on?

I want to keep an eye on issues and try to fix the ones I can with my stack.
So far, I have one PR (#4012) that fixes #3942.
I can work on #4129, and also multiple issues currently marked as 'needs_triage' look interesting to me.

Why this change?

I want to improve my Rust skills, understanding of containers & sandboxes and earn some experience working on bigger projects, learn how to fix issues in prod.
