Hey, I want to work on refactoring the OpenShell's server-side local compute driver config construction ensuring Docker and Podman config helpers and corresponding tests live in the same consistent location.

Current divergence:

• Docker lives in crates/openshell-server/src/cli.rs
• Podman lives in crates/openshell-server/src/lib.rs

Issue #1853

Why this change?

This work will improve code quality and structure of compute driver config construction for Docker and Podman. Another benefit is that it will make the discovery and comparison of the config parsing tests way simpler.
