[Model/Framework or something else] Pretrained Recommender Systems?

It is hard to train reccomender systems without a running a social media platform with a userbase, but also a recommender system without user input without likes. Are there pretrained models available for things like image recommendation? How would you finetune a model for selecting images that a specific user would like rather then a general algorithm for users?
