Make contextual menu pluginable #470

I've added the utils section to the contextual menu, for copy view and the like. I just added it to the core so it's not a really flexible solution. It would be better if it was more plugin-able, like headers are. For example we may not want this section if the utils already are in the header. Or we may want to have a very specific functionality in the contextual menu for a given application.
Any ideas on how to achieve this?
