Use more occulters to maintain occulted area more stable over time

For UCOMP we use only 3 occulters even if we have several sizes between them. The nominal occulter changes are the following:

03-17 #31 spring
04-28 #27 summer
09-11 #31 fall/
10-23 #35 winter

The time of the occulter change is not optimal and we see large jumps in the occulted area at the time we swap occulter.

If we use most occulters between #24 and #36 we can maintain the occulted are between 1.030 and 1.034

We will measure all occulter at DFS and then I will come up with a new schedule for UCOMP occulter changes.

Dennis noticed that some of the occulters that have been used the most show some damage. We will work with the IG to assess if new occulters should be fabricated to replace the damaged ones.
