On macOS with chrome the backround image and background extend further down the page than the footer

Acceptance criteria

The footer is placed all the way at the bottom on macOS and chrome

Ideas

Ensure that margins/padding are properly set
Refactor the layout code so that the footer is placed with normal html flow rather than absolute css positioning
