When you scroll down to the bottom of notifications it scrolls up a bit when any notification gets updated this happens when "system > notifications > expand notifications" is enabled (doesn't matter for how many apps selected)

Btw this bug is inherited from official CustoMIUIzer it used to happen on Android 10 too
