[Feature]: Adding a parameter to customize the DNS server or pass in a custom DOH server address. #4089

Describe the feature/enhancement you need
Edge can change the custom DOH server address by setting it, but WV2 does not support setting and cannot pass parameters to specify the custom DOH server address.
Because some of our users' systems or operators' dns are unstable, we hope to customize dns servers, even DOH server addresses.
The scenario/use case where you would use this feature
We have collected information about CoreWebView2WebErrorStatus.HostNameNotResolved through telemetry, and found that some users have indeed encountered this situation. Switching the DNS server on the user's computer resolved the issue, but this requires administrator privileges and requires some modifications to the user's computer. This is not an ideal solution, and the best scenario would be for WV2 to implement this internally.
How important is this request to you?
Nice to have. There are other ways to tackle this, but having official API support would be beneficial.
