Step 2: There is no such thing as "Create One"

The docs say "Now, sign in with your Microsoft account. If you do not have a Microsoft account, click on Create One.".

None of my existing accounts work, there is no option "Create One".

Eventually after a few rounds of logging out, I get the option "Create an account". Creating an account with a brand new email results in the incomprehensible error "You can't sign up with a work or school email. Use your personal email instead.".

These docs need to be updated to be precise at exactly how to create a compliant account, with screenshots of every step in the process.

Further small detail - when this ticket was raised the URLs all point to the "individual" tab, when I was actually on the company tab at https://learn.microsoft.com/en-us/windows/apps/publish/partner-center/open-a-developer-account?tabs=company.
