Update formatting of Dates in Continuous Questions

As part of Quantile Forecasting implementation, we've used reformatted dates in the prediction input of continuous questions.

New formatting is: DD MMM YYYY (27 Feb 2025)

Let's use this format in all places we're displaying the CP in a date format. Most notable ones are:

• Question tiles in feed
• Question tiles under Similar Questions
• in Question Page, below the timeline
• In Embeds and OpenGraph images

While we're at it, let's also improve the hierarchy of the CP and User Prediction below the timeline. Link to Mockup
