What is purpose of Tone Mapped Piecewise gamma & how to set it up?

I am curious what is purpose of the option for Tone Mapped Piecewise gamma and how you should set up the Current HDR Luminance, HDR Luminance to convert, Brightness multiplier, and Gamma multiplier.
